Top Econ or Finance major?
I'm a student at the Rutgers Business School. Not a target school, but its reputation is definitely rising up. Simply put, I want to make a lot of money in the future and economics/finance are two areas of study I find quite interesting. Here's the thing: I'm not sure whether to major in econ, which was rated #3 at Rutgers by WSJ, BUT isn't part of our business school, or finance, which is part of the business school. I'd like to work on Wall Street and while I'd like to do I-Banking, realize that it is very difficult, especially in my place. Would a double major work very well for me here? Any suggestions would be highly appreciated.

Studying Eco/Fin doesn't guarantee that you will make a lot of money that would depend on your innate skill which i believe you lack probing the nature of your question however it may get you a job.
If you have got the cajones you will make it to wherever you wish that includes being a glorified cube monkey if not you will linger in such petty BBoards and ask trivial questions.

Do math and econ at Rutgers
Do math and econ at Rutgers (or finance/math) depending on your programs structure. Then network. I know plenty of bankers from Barclays who went to state schools and they're fine.

I was Finance from RBS. Yes, a double major definitely would help you. We're not a target but a few bulges do recruit from us on and off (Citi, Bear, and DB came when I was there) along with some middles. That being said, you really do have to be cream of the crop and fight to get noticed. GPA in the high 3's, a good internship, and good networking are the most important. Personally I'd recommend you go the Finance route - there are a lot of resources for kids gunning for the front office that I'd imagine econ majors wouldn't have access to. Take classes with Sopranzetti and Longo (especially Business Valuation), get on their radar, join LIBOR, and network like a mofo. Be annoying and fight to get your resume in front of people who matter. Being from a non-target school, bankers from RU are very close knit and are quick to help each other out. Good luck.
