I wouldn't take credence in the rankings on USNews. WashU is on par with Dartmouth and Brown, when Dartmouth and Brown get way better recruiting.
In terms of transferring, I just did it, albeit from a semi-target to a target. If both get about the same looks, it makes sense just to stay, especially since UGA has the better athletic program and GTech is a much more difficult school. Then again, I'm a huge college football fan.
Think for the time being I'll stick it out at UGA and see what happens
A couple of things here. The first question you should ask yourself is what you want to do. Finance is a broad field, and the answer to your question depends significantly upon which route you want to take. If you want to do algorithmic trading, I'd go get the degree at Tech. If you're trying to do IB / general corporate finance / etc., UGA is actually probably stronger. Getting top jobs from either of those schools takes solid networking and something that makes you stick out. A top 2-3% SAT score wouldn't hurt if you have one. Apply to Corsair if you stay at UGA.
Secondly, you should consider the time that it takes to complete the degrees. I would be very surprised if adding on a major in Terry meant adding more than three semesters, whereas a second undergrad degree from Tech could take five to six. You don't want to be applying for analyst jobs at 25. Now if, as I said earlier, you are dead-set on pursuing heavily quantitative jobs that involve programming or something like that, by all means, check out Tech and enjoy a couple more years of college.
For some background, I was in your shoes five years ago (same schools and everything, but without the accounting background). I stuck it out at UGA and currently work in private equity.
