walk into a hotel and generally they have business rooms, i've never been questioned and most wont come in when they see someone on the phone
If I were you, look for a public library that has study rooms or something, and use those.
Try to find a hotel (you can even do it in the reception area if the hotel is big enough)
The NY Public Library is a pretty good bet. Also if you can find a secluded area of Central Park - probably still a little cold for that though.
