Should I still apply even if the location is not where I would want to work after graduation? Because I think the women’s day locations are only SF/NY/Houston

Applied to Houston. Still haven’t heard back. Application closed on feb 17th and the website says we should be informed by feb 23rd. Seems like a rejection?
The website says feb 23 and since its just two days from now it might be a rejection. I know someone who got accepted in the NY location thats why I was wondering maybe its a rejection since its taking so long
